SIL Patto Territoriale is a Local Development Agency which aims to promote socio-economic development and employment in the Province of Oristano.
It puts in place all necessary and appropriate measures to contribute to the development programs in an organic, unified and integrated way, by stimulating private entrepreneurship and the necessary public policy initiatives, by encouraging active participation of the endogenous and exogenous forces and using all possible channels of funding at regional, national and Community level.
The agency also operates as an intermediary body responsible for plans, programs and projects in the various forms of assistance provided by Community, national and regional legislation, assuming its own responsibilities.

The Sil and the European project office
Sil, through the activities of the European project office, provides support to public and private sector participation in calls of the European Territorial Cooperation and of International Cooperation. More specifically, Sil is concerned with:

- Monitor constantly the calls for the European territorial cooperation;
- Create and strengthen partnerships at local and international level in order to create stable networks of cooperation;
- Identify new project partners
- Presentation of European projects with reference to the management of direct and indirect participation in the programs.
- Implement training activities on EU programs and opportunities.

Sil, in carrying out its activities, uses a team of consultants and experts with specific language and project design skills.


The Sil Company Certified
Since January 2006 the Pact of Oristano has obtained the quality certification for “the design of interventions of integrated territorial development and implementation of programs". The definition of system quality management has led to the identification of processes that are coded as follows:

Directional and strategic processes (directly managed by the governing bodies of the structure) which are:
- Schedule activities and planning resources;
- Monitoring System for Quality Management.

Operational processes (directly related to the service):
- Design, implementation and management of projects and development programs.

Staff and Support processes (help for the performance of key processes and operational):
- Human resources management;
- Supply;
- Asset Management;
- Communication.


The Sil Training Agency
SIL was incorporated by the Region of Sardinia in the regional bodies responsible for conducting training activities related to the macro "Continuing education and lifelong learning" in DM 166/2001 stating the capacity requirements of appropriate teaching and organizational management for conducting training activities.
